NATO Secretary General Jens Stoltenberg has said that NATO's position on membership is unchanged.

when asked, "expect that NATO will extend an invitation for Ukraine to join the Alliance at the July summit in Vilnius?", Stoltenberg said following the first day of meetings of NATO Ministers of Foreign Affairs:

"Ukraine will become a member of the Alliance, this has been stated again, again at NATO Summits. At the same time, we all realize that for, to make any meaningful progress on this issue. The first step is to ensure that Ukraine prevails as a sovereign, independent nation. And that's the reason why NATO Allies and partners are providing unprecedented level of support. And we'll continue to, continue to do so and why we are also in constant, close contact with the Ukrainians and also providing training and Allies made those announcement today about additional support to Ukraine to ensure that Ukraine prevails as a sovereign, independent state which is a precondition for any meaningful discussion about future membership."
