President vetoes law on covert investigative actions

The President vetoed the bill on covert investigative actions. As Salome Zurabishvili stated at the briefing, she will veto all the laws that will be adopted in the wrong direction within the next 6 months.

"I had not been using veto because I think it is not good for the institution when you know that it will be overcome, but today I am vetoing the law that concerns expansion of surveillance and thus restriction of human rights. I am vetoing the law because it should be a sign that I do not agree with it. I know it will be overcome and it will not change anything in substance, but I am using it and I will veto every law that will be passed in the wrong direction in these 6 months. This is a political veto rather than a legal one because I cannot allow Georgia to pass a law that further restricts human rights in these days, when we are asked to provide more guarantees in this regard, to be more democratic and more European. This is what I have to say today," the President said.

According to the law that the President has vetoed, the deadlines for conducting covert investigative actions are being expanded and the circle of crimes on which covert investigative actions can be conducted is increasing. At the same time, the rule of notifying the relevant person of the conduct of a covert investigative activity is being changed. The draft amendments to the Criminal Procedure Code were approved by the Parliament in the third reading a few weeks ago. The bill was passed by 78 votes to 11.
